Horace was born in Windlebridge. Horace's father was Rev James Bell and his mother was Mrs Kathleen Windleton Bell. His maternal grandparents were Sir Roderick Windleton and Lady Eileen Fitzroy Windleton. He had a brother and three sisters, named John, Jennifer, Anne and Mary.
